Preparing your city’s buildings and streets…
This exercise starts a recoverable fire at Eastbank Market and temporarily halves its output. Ready crews contain it through normal daily settlement. It starts only when you press this button.
Build a connected neighborhood through seven service goals. Plan for about 25 minutes, with more time for decisions and recovery. The online region keeps running while you plan. You can build independently at any time.
Grants pay once, after the required consecutive days. A missed service target resets only the current streak. Earned grants stay earned. Closing facilities retains their fixed upkeep.
Urgent outages appear first. Inspect the cause and existing connections before buying more capacity.
Starting uses this city as it is. Existing buildings can meet objectives, but past days and incidents are not replayed. Progress and grants save automatically; free play continues after completion.
Power delivery loses 5%. Growth needs reachable jobs and 20% reserve in all utilities. Footprints: orange/red power, blue water, brown sewage, amber reserve, purple job access; active fire incidents have red footprints. The Fire response view shows usable coverage in green and gaps in amber.
Upstream of the outfall; protected from its discharge. Relocation costs ₡5,000.
150 L/resident/day + 25 L/commercial job/day + 250 L/industrial job/day + 12,000 L/day clinic. Sewage is 80% of water delivered. The river flows north → south; untreated discharge affects downstream quality next day.

40% of each home's residents seek work (rounded up). Jobs must be within 220 m along connected roads. Assigned staff create utility demand; productive employment scales with workplace power, water and sewage. Vacancies across a closed road do not support growth.
The cross-district road joins west homes to east workplaces. Select a building to close its local road access.
Schools: 900 seats, ₡500/day. Clinics: 60 visits/day, ₡700/day. Reach requires an open road path within 180 m: a 15-minute target at this map's 12 m/min travel scale. Utilities limit usable capacity. Clinic figures are expected visits and may be fractional.
Unserved care carries into tomorrow's queue. Health and education change gradually with coverage, adjusting each home's base arrival limit from 9 to 12/day before waste penalties. No automatic evictions. Closed facilities keep their fixed operating cost and stop consuming utilities.
Waste carries forward exactly once per day. Two uncleared days cause odor and reduce arrivals by 20%; from day four, affected homes lose four additional health points/day. Restored collection clears those penalties after settlement.
₡5,000 per truck, ₡100/day fixed upkeep even while stopped. Five bays. Trucks follow open roads in their assigned district; traffic, trip timing and fuel inventories are not yet modeled.
1 kg/resident/day + 2 kg/productive commercial worker + 5 kg/productive industrial worker. One truck collects up to 10 t/day; the depot disposes up to 50 t/day. Both capacities are shared across all stops. Public refuse is included in the operating allowance and is not separately modeled.

Coverage target: eight game minutes, or 192 m along open roads at this map's 24 m/min response scale. Station power, water and sewage limit whole crews; the target needs a working water connection. Planning allowance: one crew per 5,000 residents plus one per 1,200 assigned industrial jobs, each rounded up. Coverage does not guarantee a free crew.
Choose a home or workplace to start a recoverable incident. It pauses arrivals at that home and halves any workplace output there until contained. Existing residents and buildings remain. No random incidents are enabled.
Each incident starts with 3 containment work. One crew removes 2 per city day; an unserved incident gains 1, capped at 6. Oldest reachable incidents receive crews first. Response minutes describe road reach; containment advances at daily settlement.
Assignments are daily capacity plans. Parked patrol cars do not animate routes; travel congestion, police incidents and public staffing remain future work.
Three included patrol teams · ₡35,000 station + ₡3,000 utility connections · ₡450/day fixed upkeep. Essential power: 0.040 MW; water: 2,000 L/day. Road access included. Closing the station stops its utility use; fixed upkeep remains.
Each ready team covers up to 4,000 combined residents and assigned commercial jobs per day, shared across its stops. Planning allowance rounds residents/4,000 and commercial jobs/4,000 up separately. Station power, water and sewage support whole teams; enabled teams receive readiness in team-number order.
Ten-minute road target: 240 m at this map's 24 m/min scale. District-specific teams cover their district first; flexible teams fill remaining demand. Coverage within each team's reach is shared proportionally. Industrial jobs do not add patrol load in this first model.
Safety begins at 100 and changes each settled day by 4 × coverage fraction − 2, clamped to 0–100. Below 80, the home's arrival allowance gradually falls to 80% at zero safety, after civic and waste effects. Restored service recovers safety by up to 2/day. No eviction or automatic crime events. These are fictional service rules.
500 places, initially empty. Connections: power ₡1,200, water ₡900, sewer ₡900. Total ready-to-connect cost ₡21,000; reconnection is free. Full occupancy adds 0.375 MW, 75,000 L/day water and 60,000 L/day sewage, plus workplace loads for 200 workers.
Fixed utility routes serve these sites. Job access uses fixed roads. Editable networks, congestion, public staffing and police incident response remain planned. Patrol capacity and local safety are playable. Fire response currently uses player-started recovery exercises.
